As a site engineer, safety is non-negotiable. Your response must be calm, firm, and procedural.
Step-by-Step Action 1. Stop the Work ImmediatelyDo not allow the worker to continue
Ensure the unsafe activity is halted
Explain why the PPE is required
Use simple, practical examples:
Head injury from falling objects
Electric shock
Fall from height
Most refusals are due to lack of awareness, not defiance.
3. Ensure PPE Availability & FitCheck if PPE is:
Available on site
Correct size
In usable condition
Sometimes workers refuse because PPE is uncomfortable or damaged.
4. Involve Supervisor / Safety OfficerInform:
Site supervisor
Safety officer / HSE engineer
Make it a formal instruction
If refusal continues:
Remove worker from work area
Record the incident
Follow company safety policy
Conduct a short toolbox talk
Reinforce safety culture
Document the non-compliance
Do not argue or shout
Do not allow “just for 5 minutes”
Do not ignore due to work pressure
If a worker refuses safety gear, I stop the work, explain the risk, ensure PPE availability, involve the safety officer, and do not allow work to continue until PPE is worn.
